The Role of Council

Assembly(meeting)

  • The total days of annual meeting of the council is within 80 days including the regular meeting and extraordinary meeting. However, due to inevitable reasons, the number of days for annual meeting can be extended to within 10 days if necessary.
  • 1st Ordinary Meeting Session is within 10 days. 2nd Ordinary Meeting Session is within 30 days. The Extraordinary Meeting is within 40 days.
  • 1st Ordinary Meeting is held every year on June 15th. However, the meeting can be changed to September or October on the year when the general election is held. In this case, the council composed in the year after the general election can be decided ahead of time due to the decision of the council. More than 1/3 of the council members shall agree.
  • The 2nd Ordinary Meeting is held every year on November 25th

As for the establishment and revision & abrogation of ordinances[bill]on limiting the people's rights or matters related to imposition of obligation

a county magistrate or a council member can submit a bill, and make a proposal; submitted and proposed bill is voted on after deliberation.

then, the Special Committee on Budget and Accounts of the council deliberate it comprehensively and it is finally approved at the general meeting; in addition, the settlement of accounts ,which has to go under confirmation as to whether the budget is well appropriated or not, is subject to approval from the council just after the proper fiscal year ends.

Inquiries of the county government about their administrative disposal situation and audit and Investigation as to whether they properly achieve their county politics or not

The county council can ask the county magistrate or related public officials to present at the council to make inquiries about their county politics; as for the general county-pursued achievements, the council can conduct an administrative audit in time of a regular meeting every year and can investigate the specific matters in which the county government gets involved.

Disposal of a petition submitted to the council by the county people

If county people intend to make a petition, they submit their petition by getting an introduction of a member ; then after the council deliberates it, and if the council judges the petition should be handled under the jurisdiction of a magistrate, it immediately transfers the petition to the magistrate; the magistrate must report its disposal results to the council.
